Publication Draft Local Plan

North Tyneside Council is preparing a new Local Plan to guide how the Borough grows and develops up to 2042/43.

The Local Plan will help decide where new homes, jobs and community facilities should be located, what infrastructure is needed to support growth, and how we protect green spaces, wildlife, heritage and the environment.

We are now consulting on the Publication Draft Local Plan, which is the final stage of consultation before the Plan is submitted for independent examination. This consultation opened on 28th September 2026.

What is the Local Plan?

The Local Plan is the Borough's planning framework for the future. It guides decisions on:

  • New homes and neighbourhoods
  • Employment and business growth
  • Infrastructure and transport
  • Town centres and local services
  • Green spaces and biodiversity
  • Climate change and sustainability

Once adopted, it will be used to help determine planning applications across North Tyneside.


What have we heard so far?

Earlier consultation highlighted several key priorities:

  • Infrastructure keeping pace with growth
  • Protecting green spaces, wildlife and trees
  • Managing flood risk and climate change
  • Prioritising brownfield development
  • Protecting the identity of local communities

This feedback, alongside updated evidence, has helped shape the Publication Draft Local Plan.


What has changed since the Initial Draft Local Plan?

Key changes include:

  • New sports facilities proposed at Seaton Burn
  • Removal of the Marden Quarry site
  • Removal of the Regents Court site
  • Additional brownfield development opportunities identified
  • Greater focus on meeting housing needs
  • Increased emphasis on making efficient use of land

Meeting North Tyneside's future needs

The Plan seeks to provide:

  • Around 18,360 new homes by 2042/43
  • More affordable housing opportunities
  • Land for jobs and business growth
  • Improved infrastructure and community facilities
  • Protection and enhancement of green spaces and wildlife

More than half of proposed new homes would be delivered within existing towns and neighbourhoods, with additional growth proposed in selected locations where evidence shows future needs cannot be met within the urban area alone.

  • Town centres
  • Climate change
  • Healthy and connected places
  • Nature and green spaces
  • Design, heritage and local character
