Cabinet approved the SEND proposals on 24 November, but this was an ‘in‑principle’ decision. That means it is now up to individual schools to develop and deliver the proposals. Each SEND provision will look different because it will be led by the school, with support from the Council. Schools are responsible for making sure they have the right staff, space, and resources to put the changes in place.

The statutory consultation received positive responses, with most people agreeing with the following proposals:

  • Creating a 12‑place Nurture (SEMH) Additionally Resourced Provision (ARP) at Percy Main Primary School
  • Creating a 12‑place Language and Communication SEND unit at Waterville Primary School
  • Extending Silverdale School’s age range to include Reception through to Year 11

However, most respondents did not support the proposal to close the 5‑place Moderate Learning Difficulties (MLD) ARP at Whitley Lodge First School.

Whitley Lodge First School’s Governing Body decided on 8 July 2024 to discontinue the ARP after reviewing the costs (staffing, resources, facilities) and concluding that available funding was not enough to support the delivery model they preferred. The Council worked with the school to explore alternatives, but none were viable, so it is now proposing the ARP’s decommissioning.
