Survey for Cumulative Impact Assessment review
North Tyneside Council is consulting on a proposed Cumulative Impact Assessment (CIA) below and seeks your views.
The Authority considers that granting any further premises licences in parts of Whitley Bay and Tynemouth would undermine the licensing objectives set out in the Licensing Act 2003:
- The prevention of crime and disorder;
- Public safety;
- The prevention of public nuisance
- The protection of children from harm
This is due to the number and density of alcohol-led licensed premises that are permitted to sell alcohol for consumption on the premises by way of a premises licence. Such premises would typically include public houses and night clubs.
The relevant areas are shown on the maps forming part of the CIA. For Whitley Bay, the CIA is bordered by Promenade, Park Avenue, Marden Road, Station Road, Whitley Road and Percy Road. For Tynemouth, the CIA is bordered by Percy Park Road, Bath Terrace, East Street, Lovaine Row and Prudhoe Terrace.
The CIA sets out the evidential basis for the Council coming to this view.
As the Authority is of the view that granting further premises licences of the type described above would undermine the licensing objectives in the areas of Whitley Bay and Tynemouth included in the CIA, the Authority considered it appropriate to draft the proposed CIA.
The CIA creates a rebuttable presumption that no new premises licences or variations of those licences will be granted in the areas of Whitley Bay and Tynemouth as shown in the CIA.
The Authority takes the view that the CIA should not apply to club premises operating under the auspices of a club premises certificate or premises such as shops and supermarkets that sell alcohol for consumption off the premises as there is no evidential basis to suggest that such premises should be included in the CIA.
